Yes, actually the target is changed. Not 2007 but before the summer!

Probably, I don't have enough observation data to make a conclusion. Most of the sites I buy I transfer over to my hosting, change who-is etc. and then I let them sit until I have time to work with them. That can take half a year and by that time it has regained it's trust again I believe.

About backlinks being discounted after owner change is not correct. Loose some trust in the domain - maybe.</description>

I'm pretty sure I read somewhere a while ago that Google makes note of ownership changes and discounts links to the domain that were established prior to the change. Of course, much in the SEO world is speculation and anecdotal, but I'm curious about your opinion.
